People Operations Manager (Part-Time, 50%)
About QBS
QBS, short for Quality Behavioral Solutions, provides evidence-based training for organizations supporting individuals with behavioral challenges. Our Safety-Care® program equips staff with practical, trauma-informed strategies rooted in Applied Behavior Analysis (ABA) and Positive Behavior Interventions & Supports (PBIS).
We serve schools, healthcare providers, and human services organizations, focusing on creating safer environments and preventing and managing challenging behaviors. Safety-Care promotes humane, reinforcement-based approaches that teach replacement behaviors and new skills, helping to reduce dangerous incidents and minimize the need for restrictive interventions while improving safety and outcomes for all involved.
At QBS, we’re a passionate, growth-focused team dedicated to making a meaningful impact on vulnerable populations. Our values – find a way, love the mission, show you care, and do the right thing – guide everything we do. We are mission-driven, people-focused, and dedicated to continuous growth and innovation to help others thrive.
About the Role
We’re looking for a sharp, resourceful, and trusted people operations professional to help run and continuously improve our core people operations. This part-time (50%) W2 position will manage the day-to-day execution of HR processes, from onboarding to offboarding, payroll to performance, and be the go-to resource for employee support across our distributed U.S. team.
The ideal schedule is 5 days per week, 4 hours per day, to support consistency and responsiveness across time zones and workflows. That said, we’re open to discussing alternative part-time schedules for the right candidate.
You’ll operate as the internal expert on our HR platform, apply strong judgment to nuanced people situations, and work closely with the Head of People to create an experience that feels clear, consistent, and human as we grow.
In This Role, You Will:
- Provide thoughtful, timely support to employees—ensuring questions are answered clearly, consistently, and with empathy
- Help strengthen the employee experience by reinforcing our values, building trust, and contributing to a respectful, supportive culture
- Partner with managers on performance-related matters, including feedback conversations, formal documentation, and employee exits
- Serve as the main point of contact for benefits questions, helping employees understand their options and working with external partners to resolve issues
- Stay informed on employment regulations across states and ensure our practices remain compliant by actively managing alerts, reviewing workflows, and applying sound problem solving and judgment when questions arise
- Track and maintain people metrics to identify trends and contribute to data-informed improvements
- Manage key HR processes—including onboarding, offboarding, time off tracking, payroll approvals, and employee documentation—to ensure consistency and accuracy
- Review, refine, and document HR workflows so they’re easy to follow and able to scale with the team
- Approve payroll cycles, flag discrepancies, and ensure accurate and timely processing in coordination with finance
What We’re Looking For:
- 4-7+ years of experience in HR or people operations, ideally in a growth-stage company
- Comfortable operating in environments where systems and processes aren’t fully built – you've built them before, not just followed them
- Strong working knowledge of core HR areas, including onboarding, offboarding, payroll, benefits, compliance, and employee relations
- Familiar with modern HR platforms (e.g., Rippling, Gusto, BambooHR, etc.) and confident navigating them independently
- Experience working in a multi-state employment environment and understanding how policies and processes need to flex across jurisdictions
- Excellent communicator—clear, concise, and approachable in both writing and conversation
- High attention to detail with a strong sense of ownership and follow-through
- Builds trust across teams by being responsive, thoughtful, and consistent
- Comfortable working both independently and collaboratively
