The Director of Health & Safety assists, leads, guides, and directs all Health & Safety, Physical Access Control, Facility Compliance, and Risk Management functions of the Facility Group. The position directly manages, and assists assigned Facility Group staff responsible for the safety, security, accessibility, and facility compliance operations of Metrocare’s Environment of Care in a manner that will protect the public's investment and continued support of the operational objectives of Metrocare. The Director of Health & Safety also has direct responsibility for the administration, management, and compliance of the organization’s Environment of Care and collaborates with other senior managers in the development and continuous improvement of the Environment of Care and risk management efforts. The position co-chairs the Environment of Care Committee and must ensure operational compliance with established policies, desk procedures, and regulations to provide a safe work environment and maintain company assets to meet current and future business needs. This position must be able to balance exceptional cost control while acting as a change agent for the development, implementation, and continuous improvement of a positive experience for the employees of Metrocare and those we serve.
Essential Duties And Responsibilities

- Directly manages all Health & Safety staff and vendors.
- Must be available 24/7 to respond to emergency situations and communicate the status of same to appropriate parties.
- Reviews, designs & implements systematic approaches to monitor and continuously improve Metrocare’s Environment of Care, control costs, & ensure facility safety, security, and compliance.
- Manage risks to avoid professional, property, liability, and reputational damage.
- Provides leadership for developing and overseeing systems and processes to create efficiencies and improvement in all Health & Safety efforts.
- Provides leadership, organizational structure and management for realistic long-range planning as well as day-to-day Health & Safety operations.
- Actively work with the Metrocare leadership team to provide updates regarding status and needs for safety, security, facility compliance, and risk management needs.
- Direct technology related activities to achieve desired goals and maintain compliance with federal, state and local regulations.
- Develops budgetary goals and initiates corrective action to address variances.
- Interacts with vendors and various departments that impact Metrocare’s Environment of Care.
- Co-chairs, assembles, and convenes the Environment of Care committee.
- Regularly attend meetings and committees related to safety, security, and any other areas as directed.
- Work closely with the Chief Facilities Planning & Construction Officer to ensure the executive strategic planning is incorporated into the facilities department to provide the most appropriate opportunities for the agency.
- Participate in the creation and implementation of departmental strategies and structure, policy development and budget development as appropriate and requested by the Chief Facilities Planning & Construction Officer.
- Gain an understanding of the relationships between the facilities department and the key stakeholders at Metrocare. Develop an understanding of the agency’s mission, strategy, and goals. Establish personal and professional credibility, gain respect and build trust with Metrocare leadership.
- Build a collaborative high-performance culture and cohesive team within the project management & facilities department.
- Provide leadership to the staff and establish a strong sense of comradery toward the realization of the goals.
- Develop a culture among the staff and team which encourages personal and collective ownership of issue identification and resolution.
- Develop high quality metric driven facilities & project management functions which values best practices and performance.
- Assess the skills of the staff and develop a plan to enhance their managerial and technical capabilities.
- Mentor staff and provide opportunities for professional development.
- Work to ensure compliance and no disruption of operations with implementation of key and operational and regulatory changes.
- Assess the current functions and processes and make changes to optimize resources that best support the agency’s goals to continuously provide the highest level of service in the most expedient fashion.
- Contribute to the advancement of ongoing efforts to better manage internal expenses and overall costs.
- Identify opportunities for operational efficiencies that will result in increased productivity and effectiveness.

Qualifications
EDUCATION AND EXPERIENCE:
- Required: Bachelor’s degree in healthcare administration, human services or related field. 5+ years of experience, preferred
- Preferred: Master’s degree in engineering, human services or related field with 3+ years of experience

Mathematical Skills
- Basic math skills required.

Certifications, Licenses, Registrations - Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain a Texas Driver License within three (3) months of employment.
- Liability insurance is required if an employee will operate a personal vehicle on Center property or for Center business. Must be insurable by Center’s liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.

- Certified Professional in Healthcare Risk Management (CPHRM)
- Certified Healthcare Risk Management Officer (CHRMO)
- Certified Risk & Compliance Management (CRCM)
